The usual cause of this is: 1) Windows Updates Pending - This will block windows console commands registering 2) Windows User Account Access - This will block a console command from being elevated with Administrator privleges. First thing I would do is make sure any updates are finished and make sure Windows has been reset. Next, make sure you launch Steam as admin.
